To His Excellency
Sir:
Having been informed that all resigned officers are not
entitled to any position in the army, except by special consent
of the War Department and could respectfully solicit your
assistance in the following care. I have served as a Lieutenant
in the 5th Rgt. W.V. up to the day of my resignation which
ensued on or about the 15th Dec., 1861.

Immediately after the new requisition of the President to
organize a Regiment in this State for Gen. Sigel's Division, I
began an and have been recruiting up to date, enlisting a
sufficient number of men to be enlisted to a Captaincy which was
also offered by Col. Jacobs of the 26th Regt. to the ways and
means to gain the permission of the War Department are unknown
to me. I respectfully petition your Excellency to intercede and
to procure the desired command for me.
